There are at least 598 elected representatives, of whom half are directly elected (Erststimme) and half taken from the parties' Landeslisten (Zweitstimme). The Bundestag passes Federal laws, elects the Bundeskanzler, exercises parliamentary control over the Federal government and sets the Federal budget. This again is based on ἀταλάφρων, and this again is the negation of ταλάφρων. Although it explains the composition vowel α, the whole is too complicated. Cf.
